This article extensively analyzes the issues of forming legal consciousness and legal culture of the individual in the process of
democratic reforms. In the context of today's globalization, the changes taking place in all spheres of society require citizens not
only to have legal knowledge, but also to consciously understand their rights and obligations and be able to use them in practice.
The process of building a democratic state relies on the legal consciousness of the individual, since in a society where legal
consciousness is not high, the practical application of laws, the effectiveness of reforms, and the social activity of citizens are low.
Therefore, the development of legal culture is considered one of the main elements of democratization.
