OBJECTIVE CONDITIONS OF INSTITUTIONAL FORMATION OF PUBLIC SERVICES

This article analyzes the objective conditions of institutional formation of public services, their essence as a social necessity and
their place in the management system. It reveals the problems of departmental division and service provision formed in the early
years of independence, the institutional aspects of the activities of the "Single Window" and State Service Centers (SSC). The
article also provides a scientific, theoretical and practical justification of the existing problems in the provision of public services
in rural and remote areas and ways to eliminate them through electronic and mobile services
