THE HISTORY OF THE ESTABLISHMENT AND DEVELOPMENT OF THE WORKERS’ AND PEASANTS’ POLICE IN TURKESTAN

This article analyzes the organization of the workers and peasants’ police in Turkestan at the beginning of the 20th century, the
formation of its legal and organizational foundations, the development of its personnel system, and the gradual development of
its areas of activity, drawing on historical and legal sources. It also examines the influence of the sociopolitical conditions of this
period, reforms in the public administration system, and measures aimed at ensuring public order on the institutional
development of police agencies. The article provides a scientific justification for the powers, functions, and role of the workers
and peasants’ police in ensuring public safety, as well as its evolution in subsequent stages.
