FORMATION AND DEVELOPMENT OF THE ACTIVITIES OF NON-STATE EDUCATIONAL INSTITUTIONS AND PRIVATE SCHOOLS IN NAMANGAN REGION IN 1991–2021

This article presents a historical and comparative analysis of the development of private schools within the non-state education
system in the Namangan Region from 1991 to 2021. The study examines individual tutoring activities in preparation for entrance
examinations to higher education institutions amid the economic difficulties of the early years of independence, administrative
barriers to these activities in the 2000s, and reforms after 2017. The improvement of the legal framework and the stages of
development of this system are analyzed. The article examines the abandonment of the monopoly in the public education system,
the entry of the private sector into education, reforms since 2017, and the impact of demographic growth in the Namangan region
on demand for private schools
