This article highlights social protection and the strategy of spiritual and cultural development as one of the most important functions of a social state. It is revealed that the principles of social justice, social equality, social protection, and social cooperation are based on a voluntary social agreement arising from the requirements of social development. As a result, these principles are shown to guide individuals and society toward spiritual and cultural progress.
