The article provides a philosophical analysis of the process by which ecological consciousness turns into ecological culture. The
ontological-axiological level of ecological consciousness is distinguished from the institutional, normative-behavioural level of
ecological culture; treating the two as synonyms leaves the mechanism of transition between them unexamined. Drawing on
Western environmental philosophy (the land ethic, deep ecology) and recent Uzbek philosophical scholarship, the article proposes
a four-stage model of transformation — spontaneous, anthropocentric-reflective, ecocentric-reflective, and institutional-cultural.
The article concludes that the transformation is completed only through deliberate institutionalization by means of education, law
and the value system
