This article provides a scientific analysis of modern problems of organizing the protection of citizens in the conditions of natural disasters and their solutions. The study was conducted on the basis of literature analysis and theoretical approaches. The article addresses the issues of reducing the risk of natural disasters, the effective organization of population training and rescue systems. The results show that the effectiveness of citizen protection can be ensured on the basis of an integrated approach, modern technologies, active participation of the population and public-private partnerships. In summary, a joint implementation of preventive measures, rapid response systems, and recovery programs is necessary to reduce disaster damage.
