REGULATORY AND METHODOLOGICAL FRAMEWORK FOR QUALITY MANAGEMENT IN SCHOOL EDUCATION
This article provides a systemic and conceptual analysis of the regulatory, legal, and methodological foundations of school
education quality management. In the context of modernization of general secondary education, the study substantiates the
implementation of a results-oriented management model, strategic planning, and institutional mechanisms of monitoring and
evaluation. The findings contribute to the scientific and methodological framework for improving school education as an open,
self-developing socio-pedagogical system aimed at fostering competitive human capital.
