In the context of socio-economic, ideological-cultural, and ideological-political changes taking place in various regions of the
world in the last quarter of the 20th and early 21st centuries, when globalization processes are intensifying, the issue of preserving
and transmitting the historical and spiritual values of peoples to future generations is becoming increasingly important. The changes
taking place in social and economic relations in the world, the political and administrative structure of the state, provide the
population with the opportunity to actively participate in management processes, primarily at the local level. The realization of this
possibility is characteristic of the structural component of local self-government bodies of civil society, and therefore the role of
this structure as an independent institution of society is increasing.
