The article examines political campaigning as a legitimate form of communication with a strong manipulative potential. In the
context of Uzbekistan, it identifies the limits of campaigning and the boundary between acceptable persuasion and destructive
manipulation. It argues that reliance on calls to action, emotions, and values increases persuasive power: when conducted within
legal and ethical norms it can support social stability, but when those limits are crossed it poses risks to information security
