This article studies the formation, institutional development and activities of the Shanghai Cooperation Organization in the third
decade of the 21st century based on the principles of historicism, systematics and comparative analysis. The process of the SCO's
transformation from a regional security organization into a multi-sectoral international structure covering political, economic,
transport and communications, digital technologies, environmental, energy and cultural and humanitarian cooperation is analyzed.
In particular, the role of the Republic of Uzbekistan as one of the founding states of the SCO in 2001, its initiatives aimed at
improving the organization's activities in recent years, and new proposals put forward in 2025-2026 are scientifically assessed.
