This article explores the strategic importance of school principals’ leadership in fostering school development. The author emphasizes that the success of educational reforms largely depends on the leadership capacity of school directors. The study focuses on the transformational leadership model, portraying the principal not only as an administrator but also as a change agent, motivator, and contributor to broader societal development. By comparing instructional and transformational leadership approaches, the paper argues that transformational leadership is more applicable and effective within the context of Uzbekistan’s educational system. Ultimately, the school leader is conceptualized as a strategic driver in transforming schools into local development hubs.
