This article analyzes the essence of legal consciousness and legal culture, their role in the development of society and their role in the formation of a legal state. The focus is on factors influencing the formation of legal consciousness in pedagogical practice, including curricula, teaching methods, legal discipline, external social influences, and teacher personal example. The article also analyzes in depth the role of competency-based approach in the modern education system and the impact of social cooperation on the quality of education. The author describes the history of the higher education system substantiates the need for harmony between social, economic and governance factors in improving the effectiveness of the Government.
