This article analyzes the philosophical, legal, and spiritual meaning of the concept of freedom of conscience. Freedom of
conscience, connected with a person's inner world, beliefs, and moral choice, represents the right of a person to think freely and
live on the basis of beliefs. The article highlights the role of freedom of conscience in building a democratic society and its
significance in the system of religious tolerance and spiritual values. Also, in the period of “New Uzbekistan”, the practical
expression of this concept, the basis of legislation, and its impact on public life are substantiated through an analytical approach.
In the research results, the strengthening of freedom of conscience is interpreted as an important factor ensuring spiritual stability,
raising civic consciousness, and social cohesion.
