This article provides a scholarly analysis of the processes of modernizing the social protection system in Uzbekistan, as well as their socio-political and institutional foundations. The study reveals the theoretical essence of the concept of social protection, the concept of the social state, and the priority directions of state social policy. In addition, the stages of formation and development of the social protection system during the years of independence, the achievements attained in this field, and existing challenges are examined. The article substantiates the significance of newly introduced mechanisms such as the “Mahalla Seven,” targeted social assistance, the “social card,” and the activities of the National Agency for Social Protection, and puts forward conclusions and recommendations aimed at improving the effectiveness of the social protection system.
