This article provides a profound theoretical analysis of the mechanisms for enhancing the innovative and entrepreneurial activity of heads of higher educational institutions. In the context of the systemic transformation of higher education in the Republic of Uzbekistan and the transition to the "University 3.0" model, the activities of the rector and the administrative apparatus require a revision of classical administrative approaches. The author explores the specifics of entrepreneurial thinking in the academic environment, analyzes the barriers preventing the commercialization of scientific research, and suggests science-based ways to activate leadership potential. Special attention is paid to foreign experience and the introduction of a matrix method for assessing the potential of leaders. The article is aimed at developing a strategy for the formation of an innovative ecosystem of the university through the prism of effective management.
