This article analyzes the interpretation of the Afghan issue within the framework of international and regional organizations,
particularly the approaches of the Shanghai Cooperation Organization (SCO), the European Union (EU), and the Republic of
Uzbekistan based on the Regional Security Complex Theory. The study compares the political positions of the international
community toward Afghanistan after the Taliban came to power. It is scientifically substantiated that the SCO promoted a pragmatic
and dialogue-based approach, while the EU pursued a cautious policy prioritizing human rights and democratic values.
