The article highlights the historical factors in the development of employment of the population of Uzbekistan and the regions of
the lower reaches of the Zarafshan in the conditions of a phased transition to market relations. The reasons for the growth of
unemployment in the region under study are identified and the activities of territorial employment services are analyzed. The
state and problems of women's employment. The mechanisms of labor resources management in the context of the "Strategy of
Action", the introduction of new mechanisms of social protection, through the expansion of the scope of employment of the
population, are disclosed.
