The article analyses the relationship between health culture and preventive behaviour using material from Uzbekistan. The study is based on content analysis of national normative legal acts and open information sources. A substantial mismatch was identified between the volume of awareness activities and the actual preventive behaviour of the population: state documents themselves acknowledge that such work has «only quantitative significance», while data on diabetes show that a large share of cases remains undiagnosed. On this basis the article argues that the effectiveness of health promotion should be measured not by the number of events held, but by indicators of behavioural change.
