THE ISSUE OF PERSONNEL IN THE PUBLIC UTILITIES SYSTEM IN THE UZBEKISTAN SSR (1930s–1970s)
This article examines the history of the formation of the public utilities system in the Uzbekistan SSR from 1932 onwards, the shortage of personnel in the early period and its impact on the development of the sector, as well as issues of staffing, territorial distribution of employees, gender, national composition, level of education, and labor incentives within the system of the Ministry of Public Utilities of the Uzbekistan SSR in the second half of the 1970s, based on archival documents and the method of historical-comparative analysis.
