BUKHARA-BONN SISTER-CITY COOPERATION: EXPERIENCE OF PARADIPLOMACY OF UZBEKISTAN AND GERMANY

The article examines the Bukhara-Bonn partnership as a case of subnational international cooperation combining paradiplomacy, public diplomacy and sustainable urban development. The study covers the period from the institutionalization of the partnership in 2003 to 2025 and uses a case-study design, historical-comparative analysis, document analysis, content analysis and descriptive statistics. The empirical base includes archival materials, official documents of the cities of Bukhara and Bonn, materials of the President of the Republic of Uzbekistan, statistical data and public sources. Andre Lecours’s three-layer model of paradiplomacy is applied as the main analytical framework. The findings show that the functional layer - education, culture, climate, energy efficiency and sustainable tourism - is the strongest dimension of cooperation, while the economic and political layers complement it. The case demonstrates that sister-city relations can become a practical mechanism for transferring municipal experience, strengthening people-to-people contacts and supporting national bilateral diplomacy.
