This article is based on research on such areas as state administration and its functional structure, foundations, political institutions and their significance for the development of the country, the full expression of the interests of all classes and social groups by state power, the formation of a broad administrative apparatus regulating various spheres of life, and scientific and theoretical studies on the set of norms and rules regulating political relations between state organizations and people in the management system
