The formation of civil society, its early manifestations, and stages of development are analyzed in close connection with historical processes. The development of private ownership and non-governmental institutions, their role in economic and social processes, as well as the state's attitude towards these institutions in different historical periods, are examined. The article provides a detailed analysis of the formation of civil institutions in Uzbek society, the contribution of the private sector to economic development, and the outcomes of reforms implemented during the years of independence. Furthermore, based on international experience and historical changes, the prospects for the future development of civil society and the private sector are discussed.
