THE HAGUE CONVENTION AND ITS IMPACT ON REFORMING THE SYSTEM OF INTERNATIONAL ADOPTION IN THE CIS COUNTRIES
This article examines the role of the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption in reforming the international adoption systems within the Commonwealth of Independent States (CIS) countries. It analyzes how the Convention’s principles and regulations have influenced national legislation and administrative practices aimed at ensuring the protection of children’s rights and preventing abuses in intercountry adoption processes. The study highlights challenges faced by CIS countries in implementing the Convention, including legal, social, and bureaucratic obstacles, as well as issues related to international cooperation. Furthermore, the article discusses prospects for further improvements in the adoption system, focusing on enhancing transparency, safeguarding the best interests of the child, and strengthening cross-border collaboration. The findings provide valuable insights for policymakers, legal practitioners, and child welfare professionals involved in international adoption in the CIS region.
