The article examines the theoretical and methodological aspects of studying interparliamentary cooperation in Central Asia. The author substantiates the need to distinguish between the concepts of “parliament” and “parliamentarism,” noting that the former refers to institutional-legal structures, while the latter represents a broader political-cultural paradigm of democratic participation. The study applies systemic, institutional, comparative, and behavioral approaches, as well as the concepts of multi-level governance and rational choice. The notion of “asymmetric parliamentary diplomacy” is introduced, reflecting the disproportionate influence of national parliaments on the regional agenda. Based on the analysis of the parliaments of Uzbekistan and Kazakhstan, a trend towards institutional strengthening of dialogue is identified. The conclusions propose the establishment of a Council of Central Asian Parliaments and a Regional Program for Parliamentary Diplomacy until 2030.
