This article discusses the static shortage of skilled labor in the former Soviet Union, including Uzbekistan, after World War II. To address this situation, it was decided to send highly skilled engineers, crucial for the country, to develop industrial enterprises in Uzbekistan, including the Bukhara region. This decision was made to improve the country's economic situation, which had collapsed during World War II. The article also discusses the staged mechanical resettlement (migration) from throughout the USSR and the creation of the Socialist Labor Discipline to develop effective means of ensuring social labor discipline in industrial and construction organizations.
