This article examines modern mechanisms for allocating state budget funds to finance professional development programs for administrative and teaching staff in higher education institutions. The research analyzes the legislative framework of the Republic of Uzbekistan, funding models recommended by international organizations, particularly the OECD, and practical experiences of developed countries. The advantages and disadvantages of centralized and decentralized budgeting systems, principles of strategic financial planning, and issues of transparency and accountability are examined. The article develops practical recommendations for implementing effective mechanisms for budget allocation in Uzbekistan's higher education system. The results demonstrate that a successful funding system must embody institutional autonomy, a results-oriented approach, and continuous monitoring mechanisms.
