OLIY TA’LIM TIZIMIDA RAHBARLAR KASBIY MALAKASINI OSHIRISH DASTURLARI UCHUN DAVLAT BYUDJETI MABLAG‘LARINI TAQSIMLASH MEXANIZMLARI

Ushbu maqolada oliy ta’lim muassasalari rahbar va pedagog kadrlarining malakasini oshirish dasturlarini moliyalashtirish uchun davlat budjeti mablag‘larini taqsimlashning zamonaviy mexanizmlari o‘rganilgan. Tadqiqotda O‘zbekiston Respublikasining qonunchilik bazasi, xalqaro tashkilotlar, xususan OECD tomonidan tavsiya etilgan moliyalashtirish modellari hamda rivojlangan mamlakatlarning amaliy tajribalari tahlil qilingan. Markazlashtirilgan va markazlashtirilmagan budjetlashtirish tizimlarining afzalliklari va kamchiliklari, strategik moliyaviy rejalashtirish tamoyillari, shaffoflik va hisobdorlik masalalari ko‘rib chiqilgan. Maqolada O‘zbekiston oliy ta’lim tizimida budjet mablag‘larini taqsimlashning samarali mexanizmlarini joriy etish bo‘yicha amaliy takliflar ishlab chiqilgan. Natijalar shuni ko‘rsatdiki, muvaffaqiyatli moliyalashtirish tizimi institutlarning avtonomiyasi, natijaga yo‘naltirilgan yondashuv va doimiy monitoring mexanizmlarini o‘zida mujassam etishi kerak.
