This article analyzes the issues of developing students’ speaking skills in the Uzbek language in classes where instruction is conducted in Russian. The importance of the communicative approach in teaching Uzbek as a second language is highlighted, along with the types of speech activity and the methodology for the step-by-step formation of speaking skills. The study proposes a pedagogical model aimed at developing students’ oral speech, outlining mechanisms for organizing the learning process based on motivational, cognitive, practical, and reflective stages. In addition, ways to increase students’ speech activity through learning tasks, interactive methods, and communicative exercises are substantiated.
