This article analyzes the philosophical foundations of the relationship between society and internal affairs bodies in the context of
social contract theory. At a scientific and philosophical level, the study examines the categories of legitimacy, trust, and social
responsibility between state power and civil society. It also analyzes the process of the modern transformation of internal affairs
bodies-from a punitive apparatus to a service-oriented institution—in relation to the principles of the social contract. The article
reveals the methodological significance of the social contract concept in strengthening public safety, legal awareness, and trust in
state institutions.
