This article examines the role and significance of the mahalla-based working system in New Uzbekistan as a new model of social governance. The study analyzes the institutional foundations of this system, mechanisms of cooperation between state authorities and civil society institutions at the mahalla level, and its effectiveness in addressing local social issues. Particular attention is paid to the system's contribution to poverty reduction, employment promotion, improvement of social services, and enhancement of citizen participation in governance processes. The findings indicate that the mahalla-based working system is evolving into an innovative model of social governance that strengthens the effectiveness of public administration and community engagement.
