The article analyzes social security at the intersection of human security theory, social policy and state building. The purpose is to operationalize social security as an independent analytical category in political science and to assess its institutional potential in the context of reforms in Uzbekistan. The article proposes a national concept of social security, a system of indicators and mechanisms for civic and expert participation.
