THE EXPERIENCE OF INTERACTION BETWEEN THE STATE AND CIVIL SOCIETY: UZBEKISTAN AND EUROPE
The article analyses how the mechanisms of interaction between the state and civil society institutions in Uzbekistan changed after 2016 and to what extent these changes brought the country closer to models of embedded public participation. The methodology is qualitative comparative analysis based on three criteria: the predictability of the legal regime, the embeddedness of consultation in the policy cycle, and the funding architecture of the sector. The infrastructure of participation has expanded, yet a structural asymmetry remains as the state acts simultaneously as initiator, regulator and distributor of resources. The next stage of reform therefore concerns procedural guarantees and the reduction of administrative discretion.
