The article examines ideological transformation and cultural identity in contemporary Uzbekistan as interconnected processes of historical
continuity and social renewal. Conceptual analysis, historical-comparative interpretation, periodization and theoretical synthesis are used
to show that ideological change is not a mechanical replacement of doctrines. It involves the selective preservation, reinterpretation and
institutional consolidation of historical memory, values, language and social meanings. The post-independence period is differentiated into
1991-2017 and the period after 2017. A three-stage model - continuity, semantic reconstruction and institutional consolidation - is proposed
to explain how cultural identity can remain historically grounded while adapting to modernization and sustainable development.
