This article examines the evolution, institutional foundations and practical significance of cultural and humanitarian cooperation between
Uzbekistan and the Shanghai Cooperation Organisation (SCO). The study applies historical-comparative, institutional and document-
analysis methods to the SCO Charter, sectoral agreements, summit documents, official materials and scholarly works. Particular attention
is paid to the intensification of Uzbekistan’s public diplomacy agenda since 2017, the establishment of the SCO Center for Public
Diplomacy in Uzbekistan, and the initiatives advanced during Uzbekistan’s 2021–2022 chairmanship. The analysis shows that cultural and
humanitarian cooperation performs not only a complementary, but also a confidence-building and integrative function within the SCO.
The article formulates recommendations for strengthening public diplomacy institutions, educational exchanges and implementation
mechanisms of Uzbekistan-led initiatives.
