BOSHQARUV MA’NAVIYATI VA RAHBAR AXLOQI
In this article, along with the manifestation of the main characteristics inherent in state and public administration, the dialectical harmony between leadership ethics and the spirituality of management is analyzed. The author considers management not only as an organizational and economic system but also as a complex social process closely connected with human qualities, moral values, and spiritual responsibility. The leader’s inner culture, as well as such qualities as honesty, justice, humanism, and patriotism, are evaluated as key factors determining the effectiveness of governance. As a result, the synthesis of management spirituality and leadership ethics is emphasized as the foundation of effective leadership and as a means of strengthening the social responsibility of public servants.
