The article analyzes lobbying and diplomatic influence as a key mechanism of parliamentary diplomacy. Lobbying is defined as the activity of parliamentarians aimed at persuading foreign colleagues, international organizations, and the public to support certain positions and decisions in the promotion of national interests. Special emphasis is placed on the stability of legislative decisions, their long-term impact on foreign policy, and their potential to either stabilize or obstruct diplomatic dynamics. The study highlights parliamentary diplomacy as an institution based on political pluralism, transparency, and broad democratic representation, making it an important instrument in the international relations system of the 21st century.
