developing national values are of great importance from a philosophical and socio-political theoretical perspective. The role of
historical heritage and national values in societal development, their functions in shaping social consciousness, national identity,
and spiritual stability, as well as the importance of state programs in strengthening historical memory and ensuring national cultural
sustainability in the context of globalization and digital transformation, are particularly significant. Therefore, the article highlights
the institutional and ideological mechanisms of state programs based on historical-analytical, comparative, and systemic methods,
and demonstrates their strategic importance in contemporary society.
