ПАРЛАМЕНТСКАЯ ДИПЛОМАТИЯ В СИСТЕМЕ МЕЖДУНАРОДНЫХ ОТНОШЕНИЙ
В статье рассматривается концепция парламентской дипломатии как одного из современных инструментов международных отношений, её отличия от классической дипломатии, а также рост роли парламентов в формировании внешней политики. Авторы анализируют различные определения парламентской дипломатии, указывая на её функциональные аспекты: представительство граждан, контроль над исполнительной властью, участие в международных форумах и сотрудничество с гражданским обществом. Отмечается, что парламентская дипломатия превращается из вспомогательной формы внешней политики в самостоятельный канал влияния, особенно в условиях глобальных вызовов (терроризм, мигрatsiя, климат). Также рассматриваются институциональные формы парламентарной дипломатии: межпарламентские ассамблеи, дружеские группы, наблюдательные миссии и др. Критические замечания связаны с тем, что в странах с мажоритарной системой парламенты могут быть не вполне независимы, что ограничивает их роль.
