RAQAMLI MADANIYATNI RIVOJLANTIRISHDA KOMPETENSIYAVIY YONDASHUVNING ROLI: XXI ASR KOMPETENSIYALARI TIZIMIDA AXBOROT XAVFSIZLIGINING O‘RNI
The article analyses the place of information security within the system of 21st-century competencies and the pedagogical potential of the competency-based approach in developing digital culture. The author interprets information security under conditions of digital transformation not as a purely technical issue but as an educational and upbringing problem. Through a comparative study of leading international competence frameworks (P21, OECD Learning Compass 2030, DigComp 2.2, DigCompEdu), it is substantiated that information security constitutes a transversal component of digital competence. A four-component structural-functional model for forming the competence of digital culture and information security is proposed, comprising motivational-value, cognitive, activity-operational and reflexive-evaluative components. The findings serve the development of practical recommendations for cultivating a culture of digital safety in higher and general secondary education.
