Drawing on a survey of 106 education staff from 14 regions conducted in May–July 2026, the article analyses the objectivity and
transparency of external monitoring and assessment in general secondary schools. Although 82.1% of respondents rated the process
as transparent and fair, 66.0% reported that at least one method of artificially inflating results exists in the system. The main barriers
were concern about a decline in school ratings (50.0%), a weak culture of transparency among teachers (29.2%), administrative
pressure and incomplete digitalisation of assessment (27.4% each). Only 7.5% confirmed that principals are fully able to resist
pressure from higher authorities.
