Zamonaviy ta’lim tizimini modernizatsiya qilish jarayonida rahbar-kadrlarning kasbiy faoliyati samaradorligi nafaqat ularning
kasbiy bilim va ko‘nikmalariga, balki soft-kompetensiyalarining rivojlanganlik darajasiga ham bevosita bog‘liq hisoblanadi. Ilmiy
tadqiqotlarda soft-kompetensiyalar shaxsning samarali kommunikatsiya olib borish, jamoani boshqarish, muammolarni hal etish
va strategik qarorlar qabul qilish qobiliyatlarini ifodalovchi integrativ sifatlar tizimi sifatida talqin etiladi. Tadqiqotning maqsadi
rahbar-kadrlarning soft-kompetensiyalarini rivojlantirishning nazariy asoslarini tizimli tahlil qilish hamda ularning rivojlanishini
ta’minlovchi strukturaviy modelni ishlab chiqishdan iborat. Tadqiqot jarayonida tizimli yondashuv, kompetensiyaviy yondashuv,
strukturaviy-funksional tahlil va modellashtirish metodlaridan foydalanildi.
